The research was a part of the instruction of the Self-Actualization for Teachers under the topic of Codes of Conducts of Professional Instructors. The lecturer had to define the present codes of conducts of Higher Education Instructors in order to update the contents of the course. Since 2546 BE, Thailand had reformed its national personnel system effecting no more civil servants with life time pension after their retirement. The questions of the research were that whether this action affected codes of conducts of government officials as Higher Education Instructors or not. If it did, how was it like?
      The descriptive statistics were used; such as t-test, f-test, sheffe, confirmative factor analysis. The result revealed interesting findings.
